If by chance you have access to a mac, they have some good tts voices that come default with the apple os software - but I don't know about adding more voices to mac. For the better quality you will have to buy them from 3rd party developers - but also be warned they charge an arm and a leg for public performance of their voices, it's been a big topic on the forum actually.
